I will suggest that sale should not commence until it is clear that ports will have been effectively closed before opium can arrive in China; also that subsequent sales should be strictly limited to actual requirements of non-Chinese markets. This is necessary to avoid serious complications which would arise were Indian opium to become object of smuggling.
